Kammerer, Kristin A., May 1995 - NEIGHBORHOOD DETERIORATION AND NEEDS ASSESSMENT: PRACTICAL CONTRIBUTIONS TO MODELS OF NEIGHBORHOOD CHANGE Abstract: Theories about the causes of neighborhood change and decline have strongly influenced the practices of institutional actors involved in real estate and housing finance and influenced the content and approach of government policies. This thesis describes and critiques the key models of neighborhood change as a framework for understanding the development of the internship organization - Inglewood Neighborhood Housing Services, Inc. - in response to both these conventional models and to deteriorating conditions experienced by the southern California city of Jnglewood. The results of a needs assessment study conducted during an internship for the rapidly expanding non-profit housing organization are described herein, and the data collected through interviews, survey, and document review offer an alterative perspective to the conventional models by accounting for the regional, local, historical, and ground-level factors contributing to deterioration in Inglewood. At the same time, the results of the needs assessment provide hard data regarding organizational and neighborhood needs to be used by the organization for long-range planning.
