Long, Patricia. 1980. - THE USE OF NEEDS ASSESSMENT TECHNIQUES IN PLANNING COMMUNITY MENTAL HEALTH SERVICES

Abstract: This thesis will examine the needs assessment techniques utilized by this author in a study of needs of the south catchment area of Hillsborough County. These techniques include a survey, social indicators, and a Delphi using key informants. The techniques will be compared as to seven criteria--(1) comprehensiveness, (2) information, (3) involvement, (4) analysis, (5) validation, (6) legitimization, and (7) manageability. These criteria will be assessed primarily in terms of using these techniques at the local level. In addition, the results of the study will be reported, particularly in relation to the above criteria. The study revealed that no one technique can satisfactorily meet all the criteria. The state of the art of needs assessment is such that there is no single, universally agreed upon approach to mental health needs assessment. The most fruitful assessment efforts are the result of a combination of strategies.
