Nixon, Debra G., April, 1983 - HILLSBOROUGH COUNTY IMPROVED PREGNANCY OUTCOMES: DEVELOPMENT OF A PROGRAM EVALUATION DESIGN Abstract: The high incidence of adolescent pregnancy is a significant health problem, both in Hillsborough County, Florida, and across the United States. This thesis summarizes the development of an evaluation procedure designed for the Improved Pregnancy Outcomes project (IPO), a program administered through the Hillsborough County Health Department which offers prenatal and postpartum care to teenage mothers and their newborns. A discussion of the problem of adolescent pregnancy encompasses risk factors, etiology, and prevention. Methods of anthropological inquiry used during a graduate internship with IPO are described. These methods, participant observation and key informant interviewing, are used to assess program characteristics which are relevant to the construction of the evaluation model. The resulting formative evaluation design focuses on the medical consequences of adolescent pregnancy, and addresses unit-testing of the educational component of the program. The design is presented with an explanation of its utility for the program. Recommendations for expanding the local IPO project are included in the summary.
