Pearlman, Jessica (MA). Model of poverty alleviation in Florida’s welfare transition program, (Greenbaum), 2002.

This thesis examines models of poverty alleviation in Florida's Welfare
Transition Program. Much of the literature on welfare reform has focused on outcomes
for recipients or on the delivery of one type of service such as training programs. This
thesis will examine the process by which the Florida Regions are implementing welfare
reform in the context of Workforce Investment Act 2000. The thesis will analyze the
WTP staff and client perspectives on causes of and solutions to poverty. Three policy
models will be discussed: the culture of poverty, structural constraints and human capital
development. The extent to which these models guide the implementation of the Welfare
Transition Program will be the focus of the thesis.
