Postiglione, Joseph. April, 1985 - NEIGHBORHOOD REVITALIZATION IN PINELLAS COUNTY

Abstract: This thesis describes the scope of redevelopment activities in a "Neighborhood Strategy Area" in Pinellas County, Florida. The thesis examines federal urban redevelopment policy and shows how those principles were implemented in Pinellas County through the Community Development program. Descriptions of housing conditions within the "subject" community before and after revitalization activities provide evidence of community improvement. A questionnaire is developed to serve in the future as an empirical measure of residents' perception of the revitalization of their neighborhoods. Personal observations made in the course of an internship are related to anthropological theory and method. Literature referring to similar phenomena in other communities is cited. Relationships observed between physical improvements and sociocultural change suggest a general reorganization of community values can occur in the course of redevelopment. The thesis discusses the contributions urban anthropologists can make in the field of neighborhood revitalization, with specific reference to federal Department of Housing and Urban Development programs.
