Russell, S. Gayle, March 1981 - ARCHEOLOGY AND HISTORIC PRESERVATION: A GUIDE TO COMPLIANCE PROCEDURES IN THE TAMPA BAY REGION

Abstract: The United States Congress and the Florida State Legislature enacted several laws during the 1960's and 1970's which were designed to protect and preserve our country's natural and cultural environment. Each of these laws gave the Executive Branch of the Federal and State governments the primary responsibility for the execution of the laws' requirements. Individuals and corporations are sometimes affected by the protective legislation when their activities require the involve- ment of the Federal or State governments in some specific way. Rules and regulations written by Federal agencies outline the procedures for compliance, but can be confusing, both in their volume and their diversity. This thesis was written as a handbook, or manual, to explain the compliance procedures for the segment of the Federal and State legislation which concerns archeology. As a publication, this document will be of use to both historic preservation professionals and non-professionals who are involved in development activities that fall under the purview of the above legislation. As presented here, this document meets the thesis requirement of the Master of Arts program in Applied Anthropology. Although it can be of general use to developers, planners and students of prehistory throughout Florida, the manual has been written for the University of South Florida's Service Area. The fifteen counties in the Service Area are Charlotte, Collier, De Soto, Glades, Hardee, Hendry, Hernando, Highlands, Hillsborough, Lee, Manatee, Pasco, Pinellas, Polk and Sarasota. Funding for the manual's development was provided by the University of South Florida's Quality Improvement Program.
