The Hillsborough County Transportation Disadvantaged Program: An Anthropological
Perspective on Program Implementation.
Abstract: The Hillsborough County
Transportation Disadvantaged Program was established to provide transportation
to persons who cannot provide for their own transportation. This includes
the elderly, disabled and low-income persons who use this service to
access medical and social service appointments, nutrition programs and
other life-sustaining activities. It is a program mandated by the state
of Florida, but which is planned and implemented at the county level.
This thesis describes the program and various projects associated with
the implementation and administration of the program. It also explores
the relationship between program policy developed at the state and local
levels and the daily operations of the program and its impact on clients
and the general public. It is a descriptive account based on participant
observation, literature research and surveys of local agencies involved
with the program. The results show that the Transportation Disadvantaged
Program is relatively successful at meeting established goals to provide
service and meet performance standards. However, they also show that
client involvement in program planning and daily operations is minimal.
It is recommended that further research in this area include input from
these clients to enure that the program is meeting the needs of local
transportation disadvantaged persons.
