Snelling, Thom R. 1983. - AN EVALUATION PROPOSAL FOR THE SULPHUR SPRINGS NEIGHBORHOOD STRATEGY AREA PROGRAM. Abstract: The thesis describes an evaluation designed for urban neighborhood revitalization programs. It proposes an evaluation adapted to the context of the Sulphur Springs Neighborhood Strategy area. The materials and procedures described herein provide the Tampa Bureau of City Planning with the opportunity to develop such an evaluation themselves. The information and data used throughout the thesis are based on the author's work and experience as an intern during the Spring of 1979 with the Tampa Bureau of City Planning. An historical review of the federal legislation which led to the development of the Neighborhood Strategy Area Program (NSP), as well as a discussion of the NSA program underway in Sulphur Springs, is presented. The procedures and principles used when an evaluation is developed are explained and then exemplified in a practical demonstration. It is concluded that the design of evaluation programs are often constrained by financial concerns and that experimental evaluation procedures cannot always be followed.
