Yang, Honggang, August 1991 - MANAGEMENT OF THE COMMONS BY A HOMEOWNERS ASSOCIATION

Abstract: As a cross-cultural application, the dissertation examines institutionalized structures and organizational processes involved in the management of the commons by an American homeowners association. Ethnographic case materials include routines in dealing with delinquencies and violations over the commons; legend of the resident manager; the front wall issue; recurrent problems with the limited commons; mentalities of being a volunteer; the engagement of the garden club; media documents of the confusions; and a communal contrast with urban China. The conceptual model of common property is used in the course of data collection and analysis, which demonstrates the ambiguities of the commons and disharmonies embedded in it. Recommendations are proposed for the improvement of management of the commons.
